OWhy I,m so stupid in english? How can I improve my english writing and speaking?

I'm try do my best in finishing my proposal for praktical training requirement but it was rejected because my grammer so poor that what lec said to me lar..
So tomoRrow I will start again to find and try my luck in fin finishing my proposal..
